Where and how do I get a literary (screenwriting) agent in Los Angeles?
…and what kind of materials, if any, should I send them when submitting?

Win a few screen writing contests, involve yourself in screen writing workshops and classes to build your network which will in turn teach you how to get a script read. Very few if any agents, producers or managers read unsolicited material.

First off, you don’t ‘win a few contests’ that’s nonsense. The ONLY person who wins a screenwriting contest is the person who holds the screenwriting contest. Duh.
Networking? Puh-leeze. Netowrking won’t get you anything other than stuck in a morass consisting of out of work actors and wannabe screenwriters who have no idea what they’re doing.
To get an agent, you write a query letter.
Get a copy of the Hollywood Representation Directory and send your query letter to every agent or manager in it that you believe would be a good fit for you – the agent/manager works for YOU, not the other way around.
Send a copy of your treatment to those that request it.
Send a copy of the script to those that request it.
The agent or manager will represent you and sell your screenplay for you.
